Under general supervision from the GIS Supervisor, perform professional level duties and responsibilities in the development, implementation, operation and maintenance of the City-wide Geographic Information System (GIS).


Provide support and leadership to staff working on the GIS team and other City departments; plan and schedule GIS projects; set and prioritize goals and objectives related to GIS; ensure integrity, quality and accuracy of the City’s GIS system; manage and review data input from GIS staff and other departments; perform advanced GIS data editing, spatial analysis, and geoprocessing; provide GIS spatial automation, scripting, and SQL database analysis; create and administrate custom and complex GIS databases, digital mapping and digital imagery, and custom database products, digital information, and hardcopy for internal and external customers; provide City-wide maintenance and support of GIS related applications, source code, data files, database system, and internet/intranet web data; coordinate the input and maintenance of critical data; write software code for GIS applications, scripts, web apps, and geospatial analysis; design reporting tools to share complex information and analysis; troubleshoot and resolve problems; provide assistance and training to staff and the community on various software applications related to GIS activities; write technical procedures and documentation for applications; design, layout, and modify relational databases as necessary for GIS data storage; perform additional duties as assigned.


Bachelor’s degree or equivalent with major course work in geographic information systems, computer science, engineering or a related field, with three (3) years of increasingly responsible GIS experience. Team lead experience desirable.

Knowledge of: Use, capabilities, characteristics and limitations of a GIS system, including hardware and software applications – ESRI based GIS desktop, server, and online software and Microsoft SQL Server; Microsoft Office products including Word and Excel; computerized information systems and programming techniques including coding in HTML 5, .NET, JavaScript and Python preferred; data conversion and implementation procedures; cartographic, demographic, and statistical methods and standards; recent developments, current literature, and information related to GIS; engineering and surveying principles; mathematical principles including trigonometry and geometry; modern office procedures, methods and equipment; UAV/UAS platforms, operation, mission planning, and data analysis and production a plus.

Ability to: Coordinate the work of technical staff; train or instruct staff and end users in the use of GIS computer equipment and software; design, implement, maintain, operate, and query relational database management systems; troubleshoot software and hardware problems; prepare technical reports and presentations; read, interpret, and apply knowledge gained from complex technical publications, manuals, and other documents; read and interpret real property legal descriptions; respond to requests, and inquiries from City departments, outside organizations and the public. Communicate clearly and concisely, both orally and in writing. Establish and maintain effective working relationships.

Physical Conditions: Work is performed in an office environment and is generally sedentary. Primary functions require physical condition necessary for sitting for prolonged periods of time, light lifting, repetitive motions, extensive use of computer keyboard.
